This officer-level role serves as the senior Supply Chain business partner to Transmission Development and executive leadership and is accountable for translating the capital plan into executable commercial, sourcing, contracting and supplier-capacity strategies. The Vice President leads a specialized organization of employees, contractors and external resources and partners across Capital Delivery, Engineering, Project Controls, Finance, Legal, Regulatory, Safety and Operations to enable safe, reliable, predictable and cost-effective capital deployment.

Essential Functions

  •  Provide strategic direction and executive leadership for the Supply Chain Capital Delivery function, aligning commercial, contracting, procurement and supplier strategies with Company safety, reliability, schedule, quality, financial and regulatory objectives.
•  Translate the long-range capital plan into an integrated, multi-year contracting, sourcing, supplier-capacity and market-engagement strategy for transmission lines, high-voltage substations, interconnection projects and related infrastructure.
•  Establish fit-for-purpose contracting strategies by project and work type, including EPC, progressive EPC, design-build, design-bid-build, unit-rate, master service, target price/not-to-exceed, cost-plus, open-book and hybrid commercial models.
•  Lead the Company's strategic approach to EPC, engineering and major construction contracting, including market engagement, capacity commitments, commercial structures, terms and conditions, pricing, incentives, guarantees, change management, claims and dispute resolution.
•  Determine the appropriate balance among enterprise agreements, project-specific procurement, internal capability, self-perform delivery and external engineering and construction capacity.
•  Partner with Project Controls, Finance, Cost and Legal to establish scalable commercial governance, cost transparency, independent estimate validation, benchmarks, approval controls, progress tracking and contract-risk management.
•  Lead the strategy for critical and long-lead engineered equipment and materials, including demand forecasting, capacity reservation, early-release procurement, manufacturing surveillance, inspection, quality oversight and delivery-risk mitigation.
•  Establish executive-level relationships and business-review practices with strategic EPCs, engineering firms, construction companies, original equipment manufacturers and other key suppliers.
•  Implement supplier and contractor performance management practices addressing safety, quality, schedule, cost, productivity, responsiveness, change management and commercial performance.
•  Establish a portfolio-level commercial and supply chain risk-management framework, including early-warning indicators, risk ownership, mitigation actions, scenario analysis and timely executive escalation.
•  Serve as the principal Supply Chain commercial advisor to Capital Delivery and executive leadership by presenting concise, fact-based recommendations, alternatives, trade-offs, risks and required decisions.
•  Build alignment across Supply Chain, Capital Delivery, Engineering, Project Controls, Operations, Safety, Finance, Legal, Regulatory, Risk Management and affected communities to support enterprise outcomes.
•  Lead, coach and develop a high-performing organization of employees, leaders, contractors and specialized resources; establish clear roles, decision rights, accountability, performance expectations and succession plans.
•  Champion policies, processes, procedures, controls and training that strengthen capital contracting, commercial management and supplier performance capabilities across the Company.
•  Promote a strong safety, quality, ethics and compliance culture and ensure commercial strategies and supplier practices support applicable legal, regulatory and critical-infrastructure requirements.
•  Prepare and present capital supply chain strategies, performance results, market conditions, risks, resource needs and recommendations to senior leadership and, as required, the Board of Directors.
•  Perform other duties and responsibilities as assigned.
