Job Summary
Monitors the production and inspects the work quality of electric transmission line construction contractors and associated support contractors to ensure that acceptable work products and services are provided, and the work is performed in a safe and reliable manner in accordance with all applicable federal, state, local and CenterPoint Energy company standards & specifications.
Essential Functions
- Observe contractors performing assigned transmission line work to ensure safe and efficient work are being performed in a satisfactory manner in compliance with federal, state, local and company standards and specifications.
- Review work orders and “ride-out” jobs with the Contractor before and during actual work activities to identify and assess obstacles, difficulty factors, special right of way concerns, circuit outage & work tag schedules, material availability and manpower requirements.
- Assist contractors with the selection and procurement of CenterPoint Energy furnished materials, including handling and delivery of materials when required.
- Coordinate tool and equipment sharing between CenterPoint Energy and contractors to ensure maximum utilization and availability when needed.
- Provide assistance in the interpretation and understanding of all Technical Drawings, Transmission Standard Drawings, Sketches, Maps, Charts, Etc.
- Safeguard self, contractors, other employees and members of the public in the course of business by following safety rules set forth in the Company’s Safety Manual.
- Research issues and facilitate work orders. This may include securing access, obtaining permits, verifying security clearances, etc.
- Provide input and approval for material substitution or alterations.
- Perform field quality control inspections of contractor job sites and work processes and oversee corrective actions taken on all rejected contractor installations.
- Monitor, maintain, and update manual and computerized work management records, assuring accuracy and timeliness.
- Communicate daily with Operations Supervisors to discuss and review Job Progress, Line Outage Requirements, Deviations from Standards, Special Concerns, Etc.
- Meet with Customers/Landowners as necessary to obtain special access rights, explain expected construction impact to property, and resolve complaints on projects.
- Utilize various SAP applications to review Work Orders and to document job close-out activities.
- Make periodic evaluations of contractor performance and quantify results, including contract compliance and "scorecard" comparisons.
- Prepare bid documents and participate in Contract development and negotiations, as required.
- Participate in internal and external industry working groups and task forces, as required.
- Other duties as determined by management to support division goals and objectives.
Education Description
- High School Diploma or equivalent required
Experience
- At least ten (10) years of applicable work experience in construction management/operations, environmental/safety compliance, materials management/operations, or land acquisition/management in a corporate or electric utility environment.
- Transmission line construction, Telecommunications cellular antenna (i.e., PCS) construction/operations or Pipeline construction, maintenance, or operations] experience preferred.
- Knowledge of Pipeline operations and pipeline carrier safety requirements
- Knowledge of Telecommunications cellular antenna (i.e., PCS) construction/operations
- Knowledge of Transmission line construction and Maintenance.
- Basic skills in Microsoft Office products (Word, Excel, PowerPoint, Outlook) with the ability to produce documents, reports, and e-mail correspondence.
- Working knowledge of SAP or other enterprise work management software
Physical Requirements
- Able to hear oral communication either in person or on equipment such as telephone or mobile phone.
- Able to operate a personal computer, either desktop or laptop, for extended periods
- Able to reach, grasp and move items.
- Able to sit, stand or walk for extended periods of time.
- Able to operate a motor vehicle, including ability to enter and exit the vehicle unassisted.
- Able to exert up to 10 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.
- Able to operate an all-terrain vehicle (ATV) and 4WD pick-up truck.
- Able to wear personal protective safety equipment (i.e., respirator, safety glasses, hard hat, gloves, protective footwear and ear plugs) when performing field trips.
Working Conditions
- Able to support the Emergency Operating Plan.
- Able to work indoors, in an office environment, regardless of whether open office, cubicle or private office.
- Able to travel occasionally, possibly overnight.
