Job Summary

Responsible for administrative, financial, and operational aspects of the pole attachments and joint use of CenterPoint Energy Houston Electric (CEHE) assets.   Also, accountable for the negotiation, project management, and administrative tasks in reimbursable and non-reimbursable relocation work related to the placement and relocation of CNP infrastructure on public rights of way.  This includes managing all areas of third-party relationships to ensure agreements for the joint use of CEHE assets are effectively developed and managed in a consistent manner in compliance with local, state, and federal laws and regulations and Company policy.

Essential Functions

Manage the implementation, installations, and maintenance of third-party facilities in compliance with the applicable terms and conditions of agreements, local, state, and federal laws and regulations, and Company policies.
•    Manage the negotiation, project management, and administrative tasks in reimbursable and non-reimbursable relocation work related to the placement and relocation of CNP infrastructure on public rights of way.
•    Receives and reviews license and permit applications, revisions, and renewals.
•    Inputs license and permit applications and required technical data for licenses and permits into appropriate computer applications, databases, and systems.
•    Perform project management of agreements, accounts, and customer relationships.
•    Ensure that third parties comply with the applicable terms and conditions of agreements and Company policies.  
•    Manage rate development, invoicing, and payments.
•    Ensure compliance with Company Safety guidelines, insurance and surety requirements, legal notices, and developing and maintaining reporting. 
•    Oversee invoicing and timely collection of fees for third-party use of CEHE assets.
•    Support financial departments in the correct allocation of revenues.  
•    Utilize computer skills to manage third-party accounts including work order creation, PO releases, invoicing, collections, and accounting adjustments. 
•    Identify key performance indicators for developing reports to summarize account status including time, quality, and cost metrics.  
•    Develop reports and presentations for executive-level briefings.
•    Coordinate third-party joint use activities with Legal, Credit, Risk Management, Operations, and other departments to promote safety, mitigate risks, ensure compliance with Company policies and procedures, and develop strategies for debt collection.
•    Respond to RFIs regarding third-party use of CEHE poles, towers, and other CEHE assets 
•    Use analytical and technical skills to read, understand, and implement federal, state, and local laws and regulations regarding the management of the third-party joint use facilities and their interaction with CEHE electrical infrastructure, including compliance with access regulations and rate development.
•    Utilize SAP, SharePoint, GIS, Citrix, CRM, Microsoft: Access, Outlook, Word, Excel, PowerPoint, & Teams, and other software and resources to effectively manage projects. 

 

Education Description

Requires a Bachelor’s degree from an accredited college or university.   

Experience

Requires a bachelor’s degree from an accredited university. In lieu of a bachelor’s degree, 2 years of relevant experience directly related to the job function may be considered.
