Job Summary

This role collaborates with cross-functional teams, including Engineering, Field Operations, Accounting and Regulatory groups, to meet business targets in the development of capital expenditure forecasts, tracking progress of the plan and implementing those plans across the organization. This individual supports the development of capital budgets, monitors the implementation of those budgets, and reports the business results.  

Essential Functions

    • Collects and maintains data to support capital project and portfolio tracking, bidding processes, benchmarking studies, and ad-hoc analysis and reporting. 
    • Provide data and analysis to support infrastructure filings and rate cases. 
    • Provides support for data requests from various regulatory agencies.  
    • Assists with efforts to develop short- and long-term financial forecast updates in a manner consistent with established guidelines and processes.  
    • Develop, populate, and report to stakeholders, relevant performance benchmarks and scorecards. 
    • Coordinates efforts to continually improve the timeliness and relevance of financial reporting processes.  
    • Supports analytical evaluations and reporting of YTD actual financial performance against historical and budgeted performance.  
    • Collects and organizes data to understand cost structures and determines impact of project scope changes and sourcing decisions. 
    • Serves as a subject matter expert on the financial systems used by the organization to plan, execute and report out our capital investment performance.
    • Data entry for all TFO departments   
    • Evaluate specific contracts related to TFO work in the region.
    • Assist TFO employees to assign work to optimize capital expenditures.
    • Track the effective use of our contract workforce across the region.

Essential Functions Continued

    • Communicate with contractors as needed.
    • Monitor budget to assure that region planned annual capital expenditures budget is managed in accordance with business unit goals.
    • Ensure that financial terms of contracts are adhered to along with other issues from contractor audits.
    • Must demonstrate commitment to compliance with applicable laws and regulations, the Company’s Ethics and Compliance Code of Conduct, and other company policies and procedures, and take all required training courses.
    • Lead the benchmarking efforts to gather relevant benchmarking data, reporting of results, and action plan development
    • Use analytical and spreadsheet skills to support benchmarking efforts, cost comparisons, and productivity analysis and works with other Regions to track Key Performance Indicators (KPI’s)
    • Provide regulatory support for rate case activities, such as research for rate case testimony and responding to RFI questions
    • Provide support to other departments to facilitate the execution of Contractor Contracts and Construction Inspection.
    • Complete any tasks deemed necessary by Manager of Operations.

Education Description

Bachelor’s degree from an accredited college or university is required. In lieu of a degree, a combination of education and related work experience will be considered, with two (2) years of relevant work experience substituting for one (1) year of education, in addition to the required years of experience for the role.

Experience

    • Requires a minimum of four (4) years in any of the following: financial analysis, metrics, regulatory filings, business planning, distribution, or gas/electric operations.
    • Requires knowledge and experience using SAP.

Physical Requirements

    • Able to hear oral communication either in person or on equipment such as telephone or mobile phone. 
    • Able to operate a personal computer, either desktop or laptop, for extended periods  
    • Able to reach, grasp and move items. 
    • Able to sit, stand or walk for extended periods of time. 
    • Able to exert up to 10 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects. 

Working Conditions

    • Able to support the All-Hazards Emergency Operating Plan (AHOP).
    • Able to work indoors, in an office environment, regardless of whether it is an open office, cubicle or private office.  
    • Able to travel occasionally, possibly overnight.
