Job Summary

Assess, develop, document, and implement a systematic approach to managing CenterPoint Energy Houston Electric’s (CEHE) capital portfolio of projects and programs. This includes collaboration with subject matter experts to quantify and optimize the associated value, risk, and expenditures over the life cycle of those projects and programs.  Make recommendations regarding all aspects of asset management based on CenterPoint Energy’s business needs, profitability, and business risk challenges in an organized fashion.

Advance the functionality of CenterPoint Optimized Portfolio (COP) software with the support of the IT department. Provide documentation of existing and desired practices for COP to properly score and rank projects and programs across multiple factors, such as customer value, reliability, resiliency, corporate risks, costs, regulatory requirements, etc.  
Provide semi-monthly updates to multiple business units and leadership on the execution of the capital plan, with recommendations to achieve corporate, operational, and financial targets.    

 

Essential Functions

  • Ensures that CEHE’s capital investment prioritization and optimization methodology is properly supported through value add and risk mitigation efforts related to analytics outcomes. Drives decision making by developing and utilizing tools that support CEHE’s value framework and holistic philosophy. 
  •  Assists with the comprehensive development and implementation of CEHE Operations overall asset management policies, programs, and investment strategies. Develops relationships and communicates changes to CEHE strategy and execution of the capital plan across a wide range of stakeholders. 
  • Enhances the functionality of the COP software by designing and testing additional features that improve the user experience and satisfies business requirements.  Communicate COP changes to stakeholders and provide technical support and training on the software.
  • Participates in industry engagement and research activities.  Works with technical consulting firms to identify and develop industry leading Houston Electric Operations asset life cycle and investment strategies. 
  • Facilitates teams consisting of technical, financial, and operational representatives to identify the appropriate asset strategies for each of the selected asset classes.   Results are presented to management and executive leadership as part of CEHE asset management plan.
  • Uses extensive technical and operations knowledge and data from numerous disparate operations/performance, financial, and asset sources to develop analytics that support life cycle replacement strategies, risk models, and prioritization of operational programs. Develops new and relevant metrics and validates existing analytics by using prior work experiences.  Works with IT management and system architects to ensure effective development occurs for value add to stakeholder organizations.
  • Collaborates with various operating areas to establish appropriate organization change management related to asset management.
  • Supports the preparation of expert testimony, discovery requests, written comments, asset related industry surveys, related filings in rate case proceedings, and other regulatory proceedings, as needed.
  • Collaborates with various departments, including Legal, to monitor, track, assess and selectively seek to influence recovery of costs associated with asset investments strategies.


Educational Background:  

  • Bachelor’s degree required, Engineering preferred. 

 

Experience:
Requires a minimum of four (4) combined electric utility years’ experience in one or more of the following: 
    
    Distribution Engineering
    Distribution Operations
    Major Underground
    Substation Operations
    Substation Engineering
    Real-Time Operations 
    Transmission Operations
    Transmission Planning
    Transmission Engineering
    Control Systems    

 

Licensing:
A Professional Engineering License in Texas is preferred.
